## Policies (summary)

1. State packs are planning aids with “last verified” dates; confirm against official regulations.
2. Software is not legal advice and is not a licensing compliance system.
3. Custom / QRIS profiles stricter than state are OK; looser overrides require owner acknowledgement with a loud warning.
4. Minors’ data: minimum necessary; COPPA-aware portal practices; encryption, roles, audit, retention; DPA on Pro+.
5. No SSNs or full medical charts in MVP. Readiness = free-text flags only.
6. Priority and offer fairness: audit reasons required; the center remains liable for discriminatory practices.
7. SMS: TCPA/CASL consent timestamp stored before send.

Pilot packs: TX-2026.1 and FL-2026.1 (last verified 2026-09-24 CT). Confirm with your licensing specialist before operational use.
